Vacancy Announcement for Project and Outreach Officer for “Increased knowledge and advocacy skills of adolescent and youth in Kosovo around air pollution” project Position: Project and Outreach Officer Project: Increased knowledge and advocacy skills of adolescent and youth in Kosovo around air pollution Application deadline: 21 May 2023 Background "Increased knowledge and advocacy skills of adolescent and youth in Kosovo around air pollution" is a project financed by UNICEF/SIDA and implemented by PEN. The project aims to empower young people aged 15 to 24 in Kosovo, in terms of their awareness of environmental protection and the importance of living in clean air. Within this project, various activities will be carried out, among them: mapping of Kosovo legislation and policies around air pollution, three-day workshops and trainings, small grants for young people in order to develop and implement projects, development of the digital module, constant measurement of air quality in 10 municipalities, as well as marking the World Environment Day. Over the implementing period, the project will work with the youth in Kosovo to implement the following outputs: Output 1: Adolescents and youth have increased their advocacy skills through training and direct participation in air pollution campaigns, for cleaner air in their communities; Output 2: The young environmentalist network is strengthened to mobilize adolescents, youth, partners and stakeholders around air pollution issues. Work assignment Under the supervision of the UNICEF and PEN project staff, the project and outreach officer will be responsible for the implementation of Output 1 and Output 2 of the project. More specifically, the project and outreach officer will: Output 1: • Be responsible for assisting the implementation of all activities of the "Increasing the knowledge and advocacy skills of teenagers and young people in Kosovo about air pollution" project; • Contribute and assist in the procurement procedures when necessary, including the evaluation and selection processes of the offers and other necessary procurement procedures; • Assist in the organization of project activities in coordination with the project team members; • Development of an outreach strategy (promotion of project activities, collection of applications, recruitment and selection of participants); • Assist the organization of Science for Change workshops and other trainings; • Support young men and women in the development and implementation of youth leadership advocacy projects and campaigns; • Assist and monitor the development of the digital module for air pollution; • Mentoring and monitoring of all activities as well as mediation between different actors and activities during project activities; • Assist the development of the work methodology in accordance with project outputs; • Responsible for overseeing and assisting project activities. This includes supporting and overseeing, managing, and provision of training and resources needed for capacity building purposes (i.e. budgeting and reporting, presentation skills etc.); bridging the gap between PEN staff and beneficiaries, providing technical assistance, and overcoming other challenges during the implementation of the campaigns. The officer will be responsible for the monitoring and evaluation of all expected results of the project, in accordance with established monitoring standards; • Monitoring and documentation of the project activities, which includes the documentation, reporting and evaluating each activity; • Contribute to the drafting of the quarterly and annual reports as requested by the donor (UNICEF) in collaboration with the project team and the Executive Director. Output 2: • Monitor the engaged expert in the mapping the legislation and policies for air pollution in Kosovo; • Organize workshops with relevant stakeholders about air pollution; • Organize workshops for the formalization and consolidation of the Youth Environmentalists Network; • To organize workshops with the Youth Environmentalists Network about air pollution; • To identify and engage expert air pollution mentors who will mentor young people during workshops and accompany them during the implementation of their awareness raising campaigns on this issue; • Engagement and registration of new volunteers on the KoVo platform who will support awareness raising campaigns; • Organization of the event to mark the World Environment Day; • Organization of advocacy meetings with relevant decision makers. Time frame The project and outreach officer will be engaged for 14 months. Education, required skills and experience The following education, skills and experience are required for the project and outreach officer: Relevant university degree (i.e. social sciences); A minimum of 2 years of work experience in relevant fields; Highly motivated, takes initiative; is flexible and, works independently and as well as in teams; Excellent interpersonal, presentation and organizational skills; comfortable leading large groups and conducting energizers; Fluency in Albanian, both written and spoken; English is essential, both written and spoken; knowledge of Serbian is a big advantage; Possession of driving license (Category B) is preferable.
